About Us

The Tourism Congress of the Philippines (TCP) is an assembly of accredited tourism enterprises and former government officials. It serves as a consultative body that assists the government in the development, implementation, and coordination of the Philippine tourism policy.

TCP aims to combine the efforts and resources of private sector industry stakeholders to develop strategies in order to sustain economic growth. It serves as an important link in developing a stronger partnership between the private sector and the government, through the Department of Tourism. The congress functions as the voice of the tourism industry on matters of national interest, and it also works towards promoting favorable working relations among industry stakeholders.

A company as progressive and as diverse as Hijo deserves no less than someone who is as progressive and as diverse as the company. Ms. Rosanna Tuason Fores, a successful entrepreneur with forays in industries ranging from coconut plantations to call centers, fits the bill.

A Management graduate of Santa Clara University, Rosanna returned to the Philippines determined to make a difference in both business and nation-building. She involved herself in agribusiness and became VP for Marketing at Blue Bar Coconut. She also became the President of the Association of Philippine Coconut Desiccators. She was the owner representative of Cardinal Ceramics, which counted the Metropolitan Museum of New York among one of its customers.

Rosanna was part of the early wave of investors who saw the potential of business process outsourcing in the Philippines. She helped form Ambergris Solutions, which quickly became one of the top three call centers in the Philippines before its assimilation into Telus Canada. She currently sits on the Board and is a Founder-Shareholder of Enderun Colleges, Inc., one of the leading culinary schools in the Philippines.

Before his untimely death, Rosanna’s father Boy Tuason bought a struggling banana plantation in Davao called Hijo Plantation. Tuason and his management team helped the business become the first company in the Philippines to export Cavendish bananas to Japan. That pioneering effort in the late 1960s created an industry second only to Ecuador in the production and export of bananas, helping provide employment to thousands of Filipinos in Mindanao.

Today, Rosanna is leading its transformation of Hijo from a traditional banana plantation to a modern corporation with business units in agribusiness, logistics and port operations, property development, and tourism. She is also the moving force behind the Tuason Development Foundation, which was recently given a USAID grant to establish the Davao Gulf Business Incubator, which aims to help farmers and fishermen start up new businesses in Mindanao.

Rosanna is a recipient of Signum Meriti Medal of Saint Paul School of Business and Law, Inc. for her exemplary achievements in the fields of Business, Education, Tourism, Agribusiness and Property Development.

Rosanna comes from an established family that puts importance to serving the needs of the country above self. She herself served as Bgy Captain of Forbes Park, focusing her energies on helping the workers of residents in that exclusive village, while her mother, Ambassador Mercedes Tuason, serves as the Philippine ambassador to the Holy See.


Bobby Horrigan is an experienced hotelier. Horrigan, 44, has worked with world dignitaries, heads of state and Hollywood personalities. A graduate of the prestigious Les Roches School of Hotel Management in Switzerland, he honed his management expertise with further studies at the School of Hotel Administration of the renowned Ivy League institution, Cornell University. He joined the Hyatt International shortly after graduation and became part of the Dream Team that successfully opened the award-winning Grand Hyatt Hongkong, the first 6-star in the world.

Horrigan’s local experience include a two-year stint as Resident Manager of Olympia Courtyard Suites and eight years as Managing Director of Asian Food Concepts, a company that provided food concession services for the Pan Pacific Hotel in Manila. He was appointed General Manager of Discovery Suites in 2006 and was later promoted to HSAI-Raintree’s Vice President/General Manager of Hotel Operations in February 2008. In 2009, Horrigan played a significant role in the opening of Misibis Bay in Cagraray Island, Bicol, the second Small Luxury Hotel (SLH) in the Philippines. He oversaw the operations of two properties – Discovery Suites and Discovery Country Suites (Tagaytay) – until he accepted the new role of General Manager at Acacia Hotel Manila in January 2012. In November of the same year, he was awarded the 17th Mabuhay Gold Award. The said recognition is given by The Association of Human Resources Manager (AHRM) of the hotel and restaurant industry to the candidate who has elevated the standards of the industry globally.

Most recently, Horrigan was honored in the newly released book Hospitality Superstars. He is hailed as one of the top ten hoteliers in the Philippines who have succeeded in enriching the hotel industry by demonstrating passion, excellence, and professionalism.

Horrigan is a board member of the Chaine des Rotisseurs (Vice Charge des Mission) and a Vice President of the Hotel and Restaurant Association of the Philippines (HRAP), Vice President of HoReCa Philippines (Hotel, Restaurant, Cafe & Catering) and Vice President for Tourism Congress of Luzon Tourism Estates. He is currently the Managing Director of Enderun Hospitality that manages and consults for properties like Acacia Hotel Manila in Alabang, Privato Boutique Hotel in Ortigas, Misibis Bay Resort in Bicol, The Plaza Hotel in Bataan, Sommerset Alabang, Feliz Hotel in Boracay, Hijo Resort Davao, Ellis Hotel Legaspi, Microtel in Acropolis Quezon City, Paseo Premier, Laguna Technopark Hotel and Club Balai Isabel in Talisay Batangas, Midas Hotel in Roxas Blvd and Costa Pacifica, Baler Quezon.

She is a businessperson active in various community activities for the development and promotion of tourism and investments in Cagayan de Oro City and the region.

As a Director of the Canoy Group of Companies, she has been involved for about 20 years running various business entities in hotel and restaurant, bakery, real estate, telecommunications, and agribusiness. She is a founding member, a Past President (1999-2003), and still serves as a Director of the Cagayan de Oro Hotel and Restaurant Association or COHARA. With COHARA, she is instrumental in the development of KUMBIRA, a flagship project of the association being one of the longest-running culinary show and competition in the country. She is also a Director of Southland Events Inc., a Dept. of Tourism (DOT) accredited event organizing company.

Her advocacy for sustainable tourism led to her being a founding Trustee of Promote CDO Foundation, Inc. that helps the city in tourism and investment promotions, She has been a member of the Cagayan de Oro City Tourism Council for several years and is currently the Chairperson for Tourism Promotions and Events where she serves as Chair for four major festivals of the city. She is with the Board of the Tourism Congress of the Philippines since 2011 and serves as Vice-President for Mindanao.

Driven by passion to do public service, she currently serves as a Consultant in the City of Cagayan de Oro for Investment Promotions and Tourism as well as the Focal Person for the city’s projects with USAID and UN Habitat.

Eileen is married to Hector R. San Juan, a veterinarian who is also now the City Agriculturist. She graduated at the University of the Philippines, Diliman, Quezon City taking up Bachelor of Science in Hotel and Restaurant Administration (BSHRA) in 1979. She is a mother of four children.


MARISA D. NALLANA, President and one of the founders of the Philippine Exhibits & Themeparks Corporation (PETCO), pioneer of exhibtions in the Philippines. She is also the President of the Motorshow Int’l. Manila, Inc., She has directly co-conceptualized and managed over 100 local and international events, with a total of 35 years experience in the events management and exhibitions/convention industry. Ms. Nallana was the Managing Consultant of the Cebu International Convention Center (CICC) and the Ilocos Norte Convention Center (INCC).

Sandra is one of the Philippine Tourism Industry’s best assets. She has extensive experience in travel and tours, tourist transport and airline operations.Sandra actively represents the Philippines as one of the Department Of Tourism’s delegated representative during its annual sales mission to various countries.

Sandra is the Executive Vice-President of Jetmidwest Corp. She focuses on the administration of the company’s licenses, permits and approvals from Civil Aeronautics Board, Civil Aviation Authority of the Philippines, Subic Bay Metropolitan Authority and other related government agencies. Sandra is involved in developing new routes for tourist, planning and implementation of unique marketing strategies.

Sandra was actively involved in Astro Air’s route network and creation of sales and marketing programs to support flight operations. It was during her incumbency as Executive Vice-President when the Civil Aeronatutics Board granted Astro Air’s Certificate of Public Convenience & Necessity and when the Airline flew its chartered flights to and from Taipei and Korea to various regions in the country last January to February 2016.

As the General Manager of Hafti Tours, Sandra helped the travel & Tour sector in developing programs to introduce and promote new destinations. Hafti Tours has been consistently a top producer in the inbound tourism of the Philippines developing group tour series and incentives. She later led the expansion of Hafti Tours and formed Hafti Transport, Inc. where she is the Executive Vice –President and co-owner of the company. A dynamic, multi-awarded inspirational leader and dedicated worker, Cynthia Romero Mamon earned her Ph.D. in Management (Summa cum laude) in 2008 at the Colegio de San Juan de Letran University in Calamba Laguna. She earned her M.B.A in Agribusiness Management in 1976 as a Philippine Council for Agricultural Resources and Research Development (PCARRD) scholar at the University of the Philippines in Diliman, Quezon City. In 1984, she got her Certificate in Information Systems Specialist Program (ISSP) at the George Washington University (GWU) in Washington DC, USA. She completed her Bachelor’s Degree in Home Technology major in Foods and Nutrition Research at the University of the Philippines in Los Baños, Laguna in 1973.

She started her career in Information Technology as the Director of the Management Information Services Division (MISD) of the Philippine Council for Agriculture and Resources and Deevelopment (PCARRD, under the Deprt of Science and Technonology (DOST). Together with her husband Mario, they built the Sun Microsystems business in the Philippines, where she was appointed as President and Managing Director of SUN Microsystems Philippines, the first Joint Venture company of SUN USA and their family. In October 2008, she joined Enchanted Kingdom (EK) the first and only world class theme park in the country and is now EK’s Chief Operating Officer (COO). She believes that the real mission of EK is to be an extension of God’s Eternal Kingdom here on earth, giving happiness to everyone, She is the Chairperson for the Asia Pacific Education Subcommittee of the International Association of Amusement Parks and Attractions (IAAPA) and Education Committee Chair of the Philippine Association of Amusement Parks and Attractions (PHILAAPA).

Julie Najar, the new general manager of Cebu City’s finest, Marco Polo Plaza Cebu.

A long serving executive who has been with the hotel since its opening nine years ago, Najar boasts over 30 years of experience in the hospitality industry, which has equipped her to take on her new responsibilities. She started in Marco Polo Plaza in 2005 as a Front Office Manager and became HR Manager after two years. In 2009 she became the Resident Manager, and subsequently in 2013 the Hotel Manager. She graduated with a Hotel and Restaurant Management degree in St. Paul College, Quezon City Philippines. She also went to Cornell University New York and Nanyang Singapore for further training in other fields of hospitality. Najar’s experience and expertise ensures that the hotel will continue its brand of excellence under her management.

A diverse leader, she also has an active involvement with organizations being the president of the Hotel and Restaurant Association of Cebu and being assistant secretary to the forthcoming Tourism Congress.
